I have an old outdoor faucet that is leaking water What are those holes, suggestions for fixing it? The switch of the water source is very old and hard to turn to stop the water supply to this faucet

Please see the attached picture I am not sure whether i need a wrench to tighten it, or it is just because the faucet or hose connector are too old. When i attach a hose, the faucet leaks Water flows through the hose as it should, but there is also a decent amount of water spraying out around the handle of the faucet

It seems to be spraying out around the gap between part 6 and 2 in the exploded parts drawing towards the bottom of the product link above. One of my outdoor water faucets was leaking from the handle part when it was shut off I removed the stem brought it to a store and they added a washer at the end with a screw on it (see picture). Anywhere else usually replace the faucet If leaking from valve stem, tighten too much or not enough, or new parts not put in right. It's leaking from inside the stem tube (labeled 1) only when water is turned on. The faucet looks very similar to this one

I'm going to replace the whole faucet in the next month or so

In the meanwhile, it is leaking against the house, wasting water, and i'm worried about the constant water puddle finding its way through the foundation into the basement I know i could go to the basement and turn off the valve to this faucet.
