They do show up in the web part gallery through the visual studio deploy method so visual studio must be doing something else to provision them there.

After making this change (and commenting out the webconfigmodifications code), the solution is in central admin (showing as activated on the web application), but the web app features are not showing up in central admin. What's weird is that if i deploy it to the central admin site collection it does appear in the features and i can use the webparts without any problems.
